Peru - Youth Entrenet


With around 40% of its population under the age of 24, Peru recognized the necessity to include in its youth policy agenda, the need to create and build an entrepreneurial culture with the KAB programme as the implementing tool. In 2001, training materials were adapted and translated into Spanish, and a series of short training workshops were conducted to prepare Facilitators, government officials and project Promoters from civil society to teach or promote the programme. Workshops continued through 2002 in Arequipa, Lima, Cusco, Abancay and Cajamarca, and over 25 participants were trained.  Among these participants were the Consortium of Private Organizations for the Support of Micro and Small Enterprises (COPEME) and the Service Centre for Job Training and Development (CAPLAB project), who in turn began introducing KAB material in their vocational training projects for the youth.

From 2004 to 2006, the implementation of KAB expanded rapidly around the country thanks to the inclusion of KAB methodology as a component of the ILO Regional Programme for Sustainable Employment - Phase II (PRES-II). By 2005, around 140 Facilitators, Trainers and Promoters had been trained in 6 KAB workshops from 123 institutions and 14 regions. These institutions ranged in levels from secondary, higher education and institutions of non formal education- such as Social Rehabilitation Centres (CRAS) of the Judiciary. (These centres are in charge of helping young law offenders reintegrate society, and to that effect, KAB was used to train and motivate 360 young ex-offenders.)

An Inter-Learning Network was created bringing together Facilitators, Trainers and Promoters of entrepreneurship education. More recently, a new national curriculum for secondary education was developed, “Education for Work”. This new curriculum required incorporating teachings on entrepreneurship and to that effect several aspects of KAB modules were included to the version introduced in education centres and institutions in 2006. It is estimated that there are over 220 Facilitators, Trainers and Promoters have been trained in KAB, and more than 9,450 students, in 130 institutions across Peru have been reached.
